Does bitter apple spray work with cats?

She’s licking her vinyl cape/collar since she can’t lick her fur. She’s wearing the collar/cape I bought at the vet because her skin needs to heal from hair loss due to her flea allergy. But being the obsessive little cleaners they are, she is licking her cape instead and it’s not only annoying, but it makes the cape stinky. I sprayed bitter apple stuff on the cape. Any more suggestions?
